Recently, the National Development and Reform Commission issued the Guidance Catalogue for Industrial Structure Adjustment (2024 Edition) (hereinafter referred to as the Catalogue (2024 Edition)). The Catalogue (2024 Edition) has come into effect on February 1, 2024, and the Guidance Catalogue for Industrial Structure Adjustment (2019 Edition) has been abolished simultaneously.

The Catalogue (2024 Edition) is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and thoroughly implements the spirit of the 20th National Congress of the Communist Party of China. It adheres to focusing on the real economy for economic development, advances new-type industrialization, and accelerates the construction of a manufacturing power, quality power, aerospace power, transportation power, cyber power, and digital China. It also speeds up the building of a modern industrial system characterized by intelligence, greening, and integration, and meeting the requirements of completeness, advancement, and security.

Policy Orientation

1.Promote the High-End, Intelligent, and Green Development of Manufacturing

Continuously enhance the core competitiveness of the manufacturing industry, advance quality improvement and brand building, and drive the industry to move toward the medium-high end. Take intelligent manufacturing as the main direction to promote industrial technological transformation and optimization and upgrading, accelerate the popularization and application of new intelligent manufacturing technologies, and drive the transformation of manufacturing industry models. Solidly advance agricultural modernization, consolidate and improve the production capacity of grain and important agricultural products, and strengthen the support of agricultural science and technology and equipment. Accelerate the development of the Internet of Things and build an efficient and smooth circulation system. Optimize the layout, structure, functions, and system integration of infrastructure, and construct a modern infrastructure system.

3. Accelerate the Filling of Shortcomings in Areas Related to Security and Development

Accelerate the realization of high-level technological self-reliance and self-improvement, focus on national strategic needs, gather forces for original and leading scientific and technological research, and resolutely win the tough battle of key core technologies. Speed up the reconstruction of industrial foundations and the tackling of major technical equipment, and improve the guarantee capacity of strategic resource supply. The Catalogue (2024 Edition) mentions energy conservation dozens of times throughout the document, clearly pointing out that the development and application of energy-saving technologies play an important role in promoting economic and social development. It encourages the development, application, and equipment manufacturing of technologies related to energy conservation, water conservation, material conservation, environmental protection, and comprehensive resource utilization, and provides users with consulting, design, evaluation, testing, auditing, certification, diagnosis, financing, transformation, operation management and other services for energy conservation, water conservation, environmental protection, and comprehensive resource utilization. At the same time, it emphasizes that projects whose energy efficiency fails to meet the baseline level in the latest Benchmark and Baseline Energy Efficiency Levels for Key Industrial Sectors and have not completed transformation within the specified time limit, as well as projects whose energy efficiency of manufactured products and equipment fails to meet the access level in the latest Advanced, Energy-Saving and Access Energy Efficiency Levels for Key Energy-Using Products and Equipment or the minimum requirements of mandatory energy efficiency standards, shall be managed with reference to the elimination category.
