Achieving carbon peaking and carbon neutrality is a major strategic decision made by China, standing at a height responsible for human civilization and based on the inherent requirements of realizing sustainable development.

In September 2025, the latest report from the International Energy Agency (IEA) points out that systematic energy management is the key to unlocking industrial energy efficiency potential and enhancing competitiveness. The global industrial sector could save up to $600 billion annually in energy costs, with digital technologies such as artificial intelligence (AI) emerging as new accelerators.

The carbon market is an important policy tool for proactively addressing climate change and accelerating the comprehensive green transformation of economic and social development through market mechanisms. Currently, China has established a national carbon emission rights trading market (for key emitters to fulfill mandatory emission reduction responsibilities) and a national greenhouse gas voluntary emission reduction trading market (to encourage voluntary emission reduction across society).

Midsummer arrives, and all things thrive. Recently, the National Development and Reform Commission (NDRC) and the Ministry of Ecology and Environment (MEE) jointly issued a notice, officially kicking off the 2025 National Energy Conservation Publicity Week and National Low-Carbon Day activities. As scheduled, the National Energy Conservation Publicity Week will be held from June 23 to 29 with the theme "Energy Conservation and Efficiency Enhancement, Leading the 'New' Transformation"; the National Low-Carbon Day is set for June 25 with the theme "Pioneers in Carbon Reduction, Green Power for the Future". This marks another solid step forward in China's efforts to promote the formation of green and low-carbon production and lifestyles, and advance the comprehensive green transformation of economic and social development.

In June 2025, the Energy Conservation Service Industry Development Report (2024) (hereinafter referred to as the Report) was grandly released by the Energy Conservation Service Industry Committee of China Energy Conservation Association during the 2025 Industrial Energy Conservation and Carbon Reduction Forum. Based on the 2024 census data of the energy conservation service industry, the Report focuses in depth on the industrial development trend, providing government competent departments, energy conservation service companies, energy-using units, financial institutions, scientific research institutes and other stakeholders with trend analysis and cutting-edge insights to understand the current development characteristics, opportunities, challenges, suggestions and prospects of the energy conservation service industry.

Lucid waters and lush mountains are invaluable assets. As a key measure for the country's "dual carbon" strategy, industrial energy conservation has continued to receive increasing policy support. In 2024, the State Council issued the 2024–2025 Energy Conservation and Carbon Reduction Action Plan, clearly setting targets for reducing energy consumption per unit of GDP and stimulating corporate motivation through a combination of fiscal subsidies, tax incentives, and other policies. For example, the Ministry of Industry and Information Technology is promoting equipment upgrades in the industrial sector, planning to increase equipment investment scale by more than 25% by 2027 compared with 2023.
