The industrial sector accounts for approximately 37% of total global final energy use, according to the International Energy Agency (IEA). For manufacturing leadership, energy efficiency is a dual-purpose strategy: it reduces variable costs and ensures compliance with increasingly stringent carbon regulations. The following 12 strategies combine hardware upgrades, thermodynamic optimization, and behavioral changes to reduce energy intensity.

Achieving carbon peaking and carbon neutrality is a major strategic decision made by China, standing at a height responsible for human civilization and based on the inherent requirements of realizing sustainable development.

Lucid waters and lush mountains are invaluable assets. As a key measure for the country's "dual carbon" strategy, industrial energy conservation has continued to receive increasing policy support. In 2024, the State Council issued the 2024–2025 Energy Conservation and Carbon Reduction Action Plan, clearly setting targets for reducing energy consumption per unit of GDP and stimulating corporate motivation through a combination of fiscal subsidies, tax incentives, and other policies. For example, the Ministry of Industry and Information Technology is promoting equipment upgrades in the industrial sector, planning to increase equipment investment scale by more than 25% by 2027 compared with 2023.

Over the past decade, China has become one of the countries with the fastest reduction in energy intensity globally, having cumulatively saved approximately 1.4 billion tons of standard coal in energy consumption. With an average annual energy consumption growth rate of 3.2%, China has supported an average annual economic growth of 6%. The scope covers energy-saving technological renovation projects implemented in fields such as transportation, municipal administration, and agriculture and rural areas, including data center renovation, comprehensive energy-saving measures, heating system energy conservation, power supply and distribution system energy conservation, waste heat and residual pressure utilization, energy system optimization, motor system energy conservation, energy system energy-saving renovation, and on-site renewable energy utilization (self-consumption, domestic hot water, and other non-commercial energy). Projects involving only externally purchased energy are excluded.

On the morning of October 8, the State Council Information Office held a press conference. Zheng Shanjie, Director of the National Development and Reform Commission (NDRC), together with Deputy Directors Liu Sushe, Zhao Chenxin, Li Chunlin and Zheng Bei, introduced the relevant situation of "systematically implementing a package of incremental policies to steadily promote the economy to move upward, the structure to improve, and the development momentum to remain sound", and answered reporters' questions.
