Q: What is the application scope of energy-saving technological renovation projects?

A: The scope covers energy-saving technological renovation projects implemented in fields such as transportation, municipal administration, and agriculture and rural areas, including data center renovation, comprehensive energy-saving measures, heating system energy conservation, power supply and distribution system energy conservation, waste heat and residual pressure utilization, energy system optimization, motor system energy conservation, energy system energy-saving renovation, and on-site renewable energy utilization (self-consumption, domestic hot water, and other non-commercial energy). Projects involving only externally purchased energy are excluded.

Q: What are the application criteria for energy-saving technological renovation projects?

A: Applicants must meet all of the following criteria:

1. The applicant shall be the project entity, the actual user authorized by the owner, or the energy-saving service company implementing the project renovation under the energy performance contracting (EPC) model (if there are multiple energy-saving service companies, one must be authorized as the sole applicant). Only one of the above entities may act as the applicant.

2. The project entity or energy-saving service company must have independent legal person status and normal operating conditions. The project construction site shall be within the administrative area of Beijing Municipality.

3. The project renovation engineering materials shall be true, complete, and verifiable.

4. For completed production process or equipment/facility renovation projects, the renovation must be finished and the project must have operated stably for more than 1 year; additionally, the project must have operated stably for more than 1 year prior to the renovation.

5. The project entity must have a relatively sound energy statistics and management system, with measurable energy consumption before renovation. Complete energy usage data for at least one year before renovation and one year after renovation must be available. The energy savings generated by the energy-saving renovation project must be verifiable.

6. The annual energy savings of the project must reach 100 tons (inclusive) of standard coal or more.

7. The project must not have received support from other municipal-level financial funds.

Q: What is the incentive fund standard for energy savings?

A: A reward of 1,200 yuan will be granted for each ton of standard coal saved per year through the project.

Q: What is the validity period of the Measures for the Administration of Energy-Saving Technological Renovation Projects?

A: It shall be implemented from the date of issuance until December 31, 2028.
