To implement the decision-making arrangements of the Political Bureau of the Central Committee at its meeting on September 26, strengthen factor allocation guarantees, and support the development of the real economy, the NDRC has further clarified specific measures for the control of total energy consumption and energy intensity.

Effectively expand incremental energy consumption space

In this round of incremental policies, it is further clarified that in conducting energy conservation reviews for fixed asset investment projects and evaluating and assessing energy conservation target responsibilities, energy consumption for raw materials and non-fossil energy consumption shall be strictly deducted. This is to guide local governments to focus on controlling fossil energy consumption, thereby freeing up incremental energy consumption space for economic and social development. At the same time, we will continue to intensify efforts to resolutely curb the blind and disorderly launch of high-energy-consumption and high-emission (high-energy and high-emission) projects, effectively suppress unreasonable new energy consumption demand, and promote industrial optimization, upgrading and healthy development.

Deeply tap into stock energy-saving potential

At present, China's total social stock energy consumption scale is about 10 times the new energy consumption space during the "14th Five-Year Plan" period. Tapping deeply into stock energy-saving potential can free up huge energy consumption space for economic and social development. We will coordinate the use of funding channels such as central budgetary investment and ultra-long-term special treasury bonds, and combine the in-depth implementation of work such as the "new infrastructure and new-type urbanization" initiatives to further support energy conservation and carbon reduction transformation in key fields and the upgrading of energy-using equipment. We will actively guarantee the reasonable energy consumption demand for the transformation and upgrading of traditional industries and the development of emerging industries through stock potential tapping.

Intensify the implementation of separate energy consumption accounting for national major projects

We will study including a number of major projects that conform to the national major productive forces layout, improve the resilience and security level of industrial and supply chains, and support the development of new-quality productive forces into the scope of separate energy consumption accounting during the "14th Five-Year Plan" period. The energy consumption of related projects will no longer be included in the energy conservation target responsibility evaluation and assessment scope of the provincial governments where the projects are located, so as to strengthen the energy use guarantee for major projects arranged by the state.
