On December 19th, "The 12th China Energy Conservation and Low-Carbon Development Forum", hosted by the China Energy Conservation Association (CECA), was held in Beijing. Distinguished leaders and experts attended the event, including Ma Peihua, Vice Chairman of the 12th National Committee of the Chinese People's Political Consultative Conference (CPPCC); Fu Zhihuan, Former Minister of Railways, Chairman of the Financial and Economic Committee of the 10th National People's Congress, Academician of the Chinese Academy of Engineering (CAE), and Chairman of the 6th Council of CECA; Zhao Hualin, Former Chairman of the Supervisory Board for Key State-owned Large Enterprises under the State-owned Assets Supervision and Administration Commission of the State Council (SASAC); Jiang Peixue, Chairman of CECA, Member of the Standing Committee of the Party Committee and Vice President of Tsinghua University, and Academician of the Chinese Academy of Sciences (CAS); Li Tai, Deputy Director of the Department of Resources and Environment of the National Development and Reform Commission; Ding Zhijun, Deputy Director of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology; Huang Guanglong, Deputy Director of the Department of Metrology of the State Administration for Market Regulation; and Pan Jiahua, Member of the Academic Division of the Chinese Academy of Social Sciences.

With the theme "Join Hands for Green Development, Accelerate Comprehensive Transformation", the forum thoroughly studied and implemented the spirit of the Report to the 20th National Congress of the Communist Party of China (CPC), implemented the requirements of the Outline of the 14th Five-Year Plan (2021-2025), firmly established new concepts of ecological civilization construction, and promoted green, low-carbon and high-quality development in fields such as industry, transportation and construction.

In-depth discussions were conducted around hot topics including ecological civilization construction, construction of a new energy system, high-quality development, addressing climate change, and development of the energy conservation and environmental protection industry. Relevant policies were interpreted, the current new situation of energy conservation, carbon reduction and green development was analyzed, and new ideas for energy conservation and carbon reduction were proposed. The forum built a communication platform for enterprises and the government, playing a bridging role.

Accelerating green transformation and promoting high-quality development require the joint efforts and sincere cooperation of the government, enterprises, scientific research institutes, social organizations and other parties. The government should play a leading role, enterprises should act as the main force, scientific research institutes should give play to their technological advantages, cooperate with enterprises to transform scientific research achievements into productive forces, and associations should serve as bridges to promote strong alliances, complementary advantages and joint efforts to address the systematic project of ecological civilization construction. Green development has no national boundaries. We should strengthen international cooperation and exchanges with countries around the world on green technology and green industries, promote extensive and in-depth cooperation in resource conservation, environmental protection, climate change response and other fields, and achieve green development and harmonious coexistence between humans and nature.

Deputy Director Li Tai from the National Development and Reform Commission, Deputy Director Ding Zhijun from the Ministry of Industry and Information Technology, and Deputy Director Huang Guanglong from the State Administration for Market Regulation delivered speeches at the conference respectively. Zhao Hualin delivered a keynote report titled "Developing New Quality Productive Forces to Promote Economic Green Transition", Pan Jiahua shared a keynote report on "Zero-Carbon Transition Under Temperature Control Targets", and Guo Qiang, Vice Chairman of CECA and Chairman of Lvyuan Energy and Environment Technology Group Co., Ltd., shared experience in supporting large-scale upgrading and transformation of coal-fired boilers through green technology services.
